生態環境部發布國家生態環境基準《淡水水生生物水質基準—苯酚》(2020年版)及其技術報告


      日(ri)前,生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)部發(fa)布我國生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)基準(zhun)—(公告2020年(nian)70號)。該(gai)基準(zhun)由生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)部法(fa)規與(yu)標準(zhun)司組織制(zhi)(zhi)定,中國環(huan)(huan)(huan)境(jing)科(ke)學研究院依(yi)據(ju)《淡水(shui)水(shui)生(sheng)(sheng)生(sheng)(sheng)物水(shui)質基準(zhun)制(zhi)(zhi)定技(ji)術指(zhi)南》(HJ 831—2017)起草。

  苯(ben)(ben)(ben)酚(fen)(fen)對水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)毒(du)(du)性效(xiao)應(ying)明顯。國(guo)(guo)(guo)(guo)(guo)際(ji)上對苯(ben)(ben)(ben)酚(fen)(fen)淡水(shui)(shui)水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)水(shui)(shui)質基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)的研究(jiu)已近半(ban)個世紀,美國(guo)(guo)(guo)(guo)(guo)等(deng)國(guo)(guo)(guo)(guo)(guo)家發布(bu)的苯(ben)(ben)(ben)酚(fen)(fen)基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)值(zhi)及(ji)相(xiang)關毒(du)(du)性研究(jiu),是《地(di)表水(shui)(shui)環境質量(liang)(liang)標準(zhun)(zhun)(zhun)》(GB 3838—2002)制(zhi)定(ding)過程中(zhong)的參考依據(ju)之一。本基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)推導(dao)充分(fen)考慮了我(wo)國(guo)(guo)(guo)(guo)(guo)水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)分(fen)布(bu),共納(na)入6866篇(pian)中(zhong)英文文獻、1301條毒(du)(du)性數(shu)(shu)據(ju)庫(ku)數(shu)(shu)據(ju),并增(zeng)加了實驗(yan)室自(zi)測毒(du)(du)性數(shu)(shu)據(ju),經(jing)質量(liang)(liang)評價后,135條數(shu)(shu)據(ju)為(wei)可(ke)靠數(shu)(shu)據(ju)用于苯(ben)(ben)(ben)酚(fen)(fen)基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)推導(dao),共涉及(ji)68種淡水(shui)(shui)水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu),基(ji)(ji)(ji)(ji)本涵蓋了草魚(yu)、鰱魚(yu)等(deng)我(wo)國(guo)(guo)(guo)(guo)(guo)淡水(shui)(shui)水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)優勢種。對物(wu)(wu)(wu)種的急、慢性毒(du)(du)性值(zhi)分(fen)別進行(xing)計算后,基(ji)(ji)(ji)(ji)于物(wu)(wu)(wu)種敏感度分(fen)布(bu)法,推導(dao)得(de)到苯(ben)(ben)(ben)酚(fen)(fen)的短期(qi)水(shui)(shui)質基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)值(zhi)和長期(qi)水(shui)(shui)質基(ji)(ji)(ji)(ji)準(zhun)(zhun)(zhun)值(zhi),反映現(xian)階段地(di)表水(shui)(shui)環境中(zhong)苯(ben)(ben)(ben)酚(fen)(fen)對95%的中(zhong)國(guo)(guo)(guo)(guo)(guo)淡水(shui)(shui)水(shui)(shui)生(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)及(ji)其生(sheng)(sheng)態功能不產生(sheng)(sheng)有害效(xiao)應(ying)的最大(da)濃度。

  依據《淡(dan)水(shui)(shui)水(shui)(shui)生(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)水(shui)(shui)質基準(zhun)(zhun)制(zhi)(zhi)定技(ji)術(shu)指(zhi)南》(HJ 831—2017),生(sheng)(sheng)(sheng)(sheng)態環境(jing)部法規與標準(zhun)(zhun)司已組織完成(cheng)鎘、氨氮和(he)苯酚3項污(wu)(wu)染(ran)(ran)物(wu)(wu)的(de)淡(dan)水(shui)(shui)水(shui)(shui)生(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)水(shui)(shui)質基準(zhun)(zhun)制(zhi)(zhi)定工作。這3項污(wu)(wu)染(ran)(ran)物(wu)(wu)均屬(shu)于《地表(biao)水(shui)(shui)環境(jing)質量標準(zhun)(zhun)》(GB 3838—2002)的(de)基本(ben)項目,分別代表(biao)了重金屬(shu)、常規污(wu)(wu)染(ran)(ran)物(wu)(wu)和(he)有機污(wu)(wu)染(ran)(ran)物(wu)(wu)。不同(tong)水(shui)(shui)質環境(jing)因子(zi)對這3項污(wu)(wu)染(ran)(ran)物(wu)(wu)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)毒(du)性影響不同(tong),基準(zhun)(zhun)推導方法上也(ye)有差異,既(ji)可(ke)為后續基準(zhun)(zhun)的(de)制(zhi)(zhi)定提供參考和(he)借鑒,也(ye)可(ke)為制(zhi)(zhi)修訂地表(biao)水(shui)(shui)環境(jing)質量標準(zhun)(zhun)、水(shui)(shui)污(wu)(wu)染(ran)(ran)防治提供科學(xue)依據。
