發改委發文:系統推進水資源價改 進一步完善污水處理收費機制


  近日,發(fa)改(gai)(gai)委(wei)發(fa)布《關于“十四五”時期深化(hua)價格機(ji)制改(gai)(gai)革行動(dong)方案的(de)(de)通(tong)知》,其中重點關注(zhu)了供水(shui)(shui)(shui)價格、污(wu)水(shui)(shui)(shui)處理(li)費(fei)(fei)等內容。《行動(dong)方案》在(zai)促進水(shui)(shui)(shui)資源(yuan)節約和水(shui)(shui)(shui)環境(jing)保護方面,具有極大(da)的(de)(de)推(tui)動(dong)意義。發(fa)改(gai)(gai)委(wei)有關負責(ze)同志在(zai)接受記者采訪時表示(shi),我國是一個水(shui)(shui)(shui)資源(yuan)嚴重短缺的(de)(de)國家,人(ren)均水(shui)(shui)(shui)資源(yuan)量(liang)僅為世界平均水(shui)(shui)(shui)平的(de)(de)四分之(zhi)一左(zuo)右(you)。為推(tui)動(dong)節水(shui)(shui)(shui)減排,“十三五”以來,國家深入(ru)推(tui)進農(nong)業(ye)(ye)水(shui)(shui)(shui)價綜合改(gai)(gai)革,促進農(nong)業(ye)(ye)節水(shui)(shui)(shui),目前累計實施面積已超(chao)過4.3億(yi)畝;完善(shan)城鎮供水(shui)(shui)(shui)價格機(ji)制,引(yin)導高(gao)耗水(shui)(shui)(shui)行業(ye)(ye)和用水(shui)(shui)(shui)大(da)戶節水(shui)(shui)(shui);健全污(wu)水(shui)(shui)(shui)處理(li)收(shou)費(fei)(fei)政策,超(chao)過90%的(de)(de)設(she)市(shi)城市(shi)污(wu)水(shui)(shui)(shui)處理(li)費(fei)(fei)標準(zhun)已基本覆蓋成本并合理(li)盈利。

  但也要看到,隨著我國經濟社(she)會(hui)發(fa)展,水(shui)(shui)(shui)資源(yuan)的(de)(de)瓶頸制(zhi)(zhi)(zhi)(zhi)(zhi)約(yue)將日益凸顯,同時(shi),我國用水(shui)(shui)(shui)效率不高(gao)(gao)的(de)(de)問題依(yi)然突(tu)出(chu),水(shui)(shui)(shui)污(wu)染防(fang)治(zhi)壓力較(jiao)大。發(fa)揮價(jia)(jia)格(ge)(ge)杠(gang)桿作用促進(jin)節(jie)(jie)水(shui)(shui)(shui)減排(pai)(pai),不僅是(shi)現實(shi)之(zhi)需,更是(shi)長遠發(fa)展之(zhi)要。《行動(dong)方案》提(ti)(ti)出(chu)“十(shi)四五”時(shi)期水(shui)(shui)(shui)資源(yuan)價(jia)(jia)格(ge)(ge)改(gai)革的(de)(de)總體安排(pai)(pai),最突(tu)出(chu)的(de)(de)特點是(shi)強調系統(tong)推(tui)進(jin),從原水(shui)(shui)(shui)、生(sheng)產用水(shui)(shui)(shui)、生(sheng)活(huo)用水(shui)(shui)(shui)、污(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)全(quan)(quan)鏈(lian)條(tiao)(tiao)考慮(lv),統(tong)籌(chou)推(tui)進(jin)水(shui)(shui)(shui)利工程水(shui)(shui)(shui)價(jia)(jia)、農業(ye)水(shui)(shui)(shui)價(jia)(jia)、城鎮(zhen)供(gong)水(shui)(shui)(shui)價(jia)(jia)格(ge)(ge)、污(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)費(fei)一攬子(zi)改(gai)革,助力水(shui)(shui)(shui)資源(yuan)保護(hu)、水(shui)(shui)(shui)污(wu)染防(fang)治(zhi)和水(shui)(shui)(shui)生(sheng)態修復。主要改(gai)革任務包括(kuo):一是(shi)建(jian)立(li)(li)健(jian)(jian)全(quan)(quan)水(shui)(shui)(shui)利工程水(shui)(shui)(shui)價(jia)(jia)形(xing)成(cheng)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi),科學核(he)定(ding)定(ding)價(jia)(jia)成(cheng)本,合(he)理(li)(li)確(que)定(ding)盈利水(shui)(shui)(shui)平,動(dong)態調整(zheng)水(shui)(shui)(shui)利工程供(gong)水(shui)(shui)(shui)價(jia)(jia)格(ge)(ge)。二是(shi)深入推(tui)進(jin)農業(ye)水(shui)(shui)(shui)價(jia)(jia)綜合(he)改(gai)革,推(tui)動(dong)各項節(jie)(jie)水(shui)(shui)(shui)激勵(li)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi)健(jian)(jian)全(quan)(quan)和落(luo)實(shi),2025年基本實(shi)現改(gai)革目標。三(san)是(shi)建(jian)立(li)(li)健(jian)(jian)全(quan)(quan)城鎮(zhen)供(gong)水(shui)(shui)(shui)價(jia)(jia)格(ge)(ge)形(xing)成(cheng)和動(dong)態調整(zheng)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi),完善居(ju)民階梯水(shui)(shui)(shui)價(jia)(jia)制(zhi)(zhi)(zhi)(zhi)(zhi)度,有序推(tui)進(jin)城鎮(zhen)非居(ju)民用水(shui)(shui)(shui)超定(ding)額累進(jin)加價(jia)(jia)制(zhi)(zhi)(zhi)(zhi)(zhi)度,在具備條(tiao)(tiao)件(jian)的(de)(de)高(gao)(gao)耗水(shui)(shui)(shui)行業(ye)率先實(shi)施;四是(shi)進(jin)一步完善污(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)收(shou)費(fei)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi),結(jie)合(he)污(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)排(pai)(pai)放標準提(ti)(ti)高(gao)(gao)情況,提(ti)(ti)高(gao)(gao)收(shou)費(fei)標準并建(jian)立(li)(li)動(dong)態調整(zheng)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi);建(jian)立(li)(li)與處(chu)(chu)理(li)(li)水(shui)(shui)(shui)質、污(wu)染物削減量(liang)等掛鉤的(de)(de)污(wu)水(shui)(shui)(shui)處(chu)(chu)理(li)(li)服(fu)務費(fei)獎懲機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi);鼓勵(li)已建(jian)成(cheng)污(wu)水(shui)(shui)(shui)集(ji)中處(chu)(chu)理(li)(li)設施的(de)(de)農村地區,探索(suo)建(jian)立(li)(li)農戶付費(fei)制(zhi)(zhi)(zhi)(zhi)(zhi)度。

  各省、自治(zhi)區(qu)、直轄(xia)市、新疆(jiang)生(sheng)產建(jian)設兵團發展改革委:

    為深入貫徹(che)黨(dang)的十九屆五(wu)中全(quan)會精神和(he)“十四(si)五(wu)”規劃《綱要》部署,深化“十四(si)五(wu)”時期重(zhong)點(dian)領域價格(ge)機制改(gai)革,制定(ding)本行動方(fang)案(an)。

  一、總(zong)體要(yao)求

  以習(xi)近平新(xin)(xin)時代中(zhong)(zhong)國特色社會(hui)主(zhu)義思想(xiang)為指導,深(shen)入貫(guan)徹黨的十(shi)九大和十(shi)九屆二中(zhong)(zhong)、三中(zhong)(zhong)、四中(zhong)(zhong)、五(wu)中(zhong)(zhong)全會(hui)精神,立足新(xin)(xin)發(fa)展(zhan)階段,貫(guan)徹新(xin)(xin)發(fa)展(zhan)理(li)念,構(gou)建新(xin)(xin)發(fa)展(zhan)格局(ju),堅(jian)持穩中(zhong)(zhong)求進(jin)工作總基調(diao),以推(tui)動高質量發(fa)展(zhan)為主(zhu)題,以深(shen)化供給側(ce)結構(gou)性改革(ge)為主(zhu)線,以改革(ge)創新(xin)(xin)為根(gen)(gen)本(ben)動力(li),以滿足人(ren)民(min)(min)日(ri)益(yi)增(zeng)長的美好生活(huo)需要為根(gen)(gen)本(ben)目的,統(tong)籌發(fa)展(zhan)和安全,堅(jian)持市場化方(fang)向,堅(jian)持系統(tong)觀念,重點圍繞助力(li)“碳達峰、碳中(zhong)(zhong)和”目標實現,促進(jin)資源節約(yue)和環境保(bao)(bao)護,提升(sheng)公共服務供給質量,更好保(bao)(bao)障和改善民(min)(min)生,深(shen)入推(tui)進(jin)價(jia)格改革(ge),完善價(jia)格調(diao)控機制,提升(sheng)價(jia)格治理(li)能力(li),確保(bao)(bao)價(jia)格總水平在合理(li)區間運(yun)行。

  到2025年,競(jing)爭性領域和(he)環(huan)節價格主要(yao)由(you)市場決定,網絡型自然壟斷環(huan)節科學定價機制(zhi)全面確(que)立,能源資源價格形成機制(zhi)進(jin)一(yi)步(bu)完善,重(zhong)要(yao)民生(sheng)商品價格調(diao)控機制(zhi)更加健全,公共服務(wu)價格政(zheng)策(ce)基(ji)本完善,適應高質量發(fa)展(zhan)要(yao)求的價格政(zheng)策(ce)體系基(ji)本建立。

  二、加強和改進(jin)價(jia)格調(diao)控(kong)

  (一)健(jian)全(quan)監測(ce)(ce)(ce)預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)體系(xi)。運(yun)(yun)用(yong)現代信息技術,健(jian)全(quan)價(jia)(jia)格(ge)監測(ce)(ce)(ce)預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)系(xi)統,完善價(jia)(jia)格(ge)監測(ce)(ce)(ce)分(fen)(fen)析制(zhi)度和(he)(he)風(feng)險(xian)預(yu)(yu)警(jing)框架。動(dong)態跟蹤分(fen)(fen)析國內外市(shi)場形勢(shi),一體監測(ce)(ce)(ce)重點(dian)商品生產、運(yun)(yun)輸、銷售、成本(ben)、價(jia)(jia)格(ge)動(dong)態,加強綜合研判和(he)(he)趨(qu)勢(shi)分(fen)(fen)析,強化風(feng)險(xian)評估和(he)(he)預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)。深化與行業(ye)協會、市(shi)場機構合作,提升分(fen)(fen)析預(yu)(yu)測(ce)(ce)(ce)科學性。

  (二)加強(qiang)重(zhong)(zhong)要(yao)(yao)民生(sheng)商品(pin)價(jia)格(ge)調(diao)(diao)(diao)控。落實完善重(zhong)(zhong)要(yao)(yao)民生(sheng)商品(pin)價(jia)格(ge)調(diao)(diao)(diao)控機(ji)制(zhi)的要(yao)(yao)求,堅持“調(diao)(diao)(diao)高”與“調(diao)(diao)(diao)低”并重(zhong)(zhong),注(zhu)重(zhong)(zhong)預調(diao)(diao)(diao)微調(diao)(diao)(diao),完善突發應急調(diao)(diao)(diao)控機(ji)制(zhi),提升調(diao)(diao)(diao)控能(neng)力,有效保(bao)障糧油肉蛋菜(cai)果奶等(deng)供應,防止價(jia)格(ge)大起大落。建立(li)價(jia)格(ge)區(qu)間調(diao)(diao)(diao)控制(zhi)度(du),健全以(yi)儲備調(diao)(diao)(diao)控、進出口調(diao)(diao)(diao)節為主的調(diao)(diao)(diao)控手段,加強(qiang)生(sheng)豬等(deng)重(zhong)(zhong)要(yao)(yao)民生(sheng)商品(pin)逆(ni)周期調(diao)(diao)(diao)節。強(qiang)化價(jia)格(ge)與補貼、儲備、保(bao)險、金融等(deng)政策的協(xie)同聯動。

  (三)堅(jian)持并完善價格(ge)支(zhi)持政(zheng)(zheng)策(ce)。堅(jian)持稻谷、小(xiao)麥最低收購價政(zheng)(zheng)策(ce)框(kuang)架不動(dong)搖,著(zhu)力增強政(zheng)(zheng)策(ce)靈活性和(he)彈性,合(he)理調(diao)整最低收購價水(shui)平,切實保護農民利益和(he)種(zhong)糧積(ji)極(ji)性,確保口(kou)糧生產(chan)穩定,同(tong)時(shi)充分(fen)發揮市場(chang)機(ji)制作用,促進優質優價。完善棉(mian)花目標價格(ge)政(zheng)(zheng)策(ce),健全(quan)風險分(fen)擔機(ji)制,合(he)理調(diao)整棉(mian)花目標價格(ge)水(shui)平,繼續探索可(ke)持續的新型支(zhi)持政(zheng)(zheng)策(ce)。進一(yi)步加(jia)強農產(chan)品成本調(diao)查(cha)工作,為制定價格(ge)政(zheng)(zheng)策(ce)提供支(zhi)撐。

  (四)做(zuo)好(hao)大(da)宗商品(pin)價格異動(dong)應對。加強對鐵礦石(shi)、銅、原(yuan)油、天然(ran)氣、玉米、大(da)豆、食用油等(deng)大(da)宗商品(pin)市場(chang)動(dong)態和價格形勢(shi)的跟(gen)蹤(zong)分析(xi),深入研判輸入性(xing)影響,及時提(ti)出儲備、進(jin)出口(kou)、財稅、金融(rong)等(deng)綜合調(diao)控措施建議,推(tui)動(dong)有關(guan)方面做(zuo)好(hao)保供穩價工(gong)作(zuo)。

  (五(wu))強化(hua)市(shi)(shi)場(chang)(chang)預(yu)期(qi)(qi)管(guan)(guan)理。建(jian)立完善預(yu)期(qi)(qi)管(guan)(guan)理制度。聚焦價(jia)格(ge)總水平和重點(dian)商品,提高預(yu)期(qi)(qi)管(guan)(guan)理的前瞻(zhan)性和預(yu)見性;創(chuang)新豐(feng)富預(yu)期(qi)(qi)管(guan)(guan)理手段,通(tong)過解讀市(shi)(shi)場(chang)(chang)基本(ben)面的積極變(bian)化(hua)、政府保供穩價(jia)舉措等,強化(hua)政府與市(shi)(shi)場(chang)(chang)雙(shuang)向溝通(tong)與信息(xi)交流,釋放(fang)正面信號,合理引導市(shi)(shi)場(chang)(chang)預(yu)期(qi)(qi)。規范價(jia)格(ge)指數編制發布(bu)行為(wei)。

  三、深入推進(jin)能源價格(ge)改革

  (六)持續深化(hua)電(dian)(dian)(dian)(dian)價(jia)改革(ge)。進(jin)一步完善省級(ji)電(dian)(dian)(dian)(dian)網(wang)、區域電(dian)(dian)(dian)(dian)網(wang)、跨省跨區專項工(gong)程、增量配(pei)電(dian)(dian)(dian)(dian)網(wang)價(jia)格(ge)形(xing)成機制,加(jia)快理順(shun)輸配(pei)電(dian)(dian)(dian)(dian)價(jia)結構。持續深化(hua)燃煤發電(dian)(dian)(dian)(dian)、燃氣發電(dian)(dian)(dian)(dian)、水(shui)電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)等上網(wang)電(dian)(dian)(dian)(dian)價(jia)市場化(hua)改革(ge),完善風電(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)、抽(chou)水(shui)蓄能價(jia)格(ge)形(xing)成機制,建(jian)立新型儲(chu)能價(jia)格(ge)機制。平穩推進(jin)銷售(shou)電(dian)(dian)(dian)(dian)價(jia)改革(ge),有序推動經營性(xing)電(dian)(dian)(dian)(dian)力(li)用(yong)戶進(jin)入電(dian)(dian)(dian)(dian)力(li)市場,完善居民階(jie)梯電(dian)(dian)(dian)(dian)價(jia)制度。

  (七)不斷完善(shan)(shan)綠(lv)色電(dian)(dian)(dian)價政(zheng)策(ce)(ce)。針對高耗能、高排放行業,完善(shan)(shan)差(cha)別電(dian)(dian)(dian)價、階梯電(dian)(dian)(dian)價等(deng)綠(lv)色電(dian)(dian)(dian)價政(zheng)策(ce)(ce),強化與產(chan)業和環保政(zheng)策(ce)(ce)的(de)協同(tong),加大實施力度,促(cu)進節(jie)能減碳。實施支持性電(dian)(dian)(dian)價政(zheng)策(ce)(ce),降(jiang)低(di)岸(an)電(dian)(dian)(dian)使(shi)用服(fu)務費(fei),推動長江(jiang)經濟帶沿線(xian)港口全面使(shi)用岸(an)電(dian)(dian)(dian)。

  (八(ba))穩(wen)(wen)步(bu)推進(jin)石油天然(ran)氣(qi)價格改(gai)(gai)革(ge)。按照“管住中(zhong)間(jian)、放(fang)開(kai)兩頭”的改(gai)(gai)革(ge)方(fang)向,根據天然(ran)氣(qi)管網(wang)(wang)等基礎設施(shi)獨(du)立運營(ying)及(ji)勘探開(kai)發、供氣(qi)和銷售(shou)主體多元化(hua)(hua)進(jin)程,穩(wen)(wen)步(bu)推進(jin)天然(ran)氣(qi)門站價格市場(chang)化(hua)(hua)改(gai)(gai)革(ge),完善(shan)終端銷售(shou)價格與采購(gou)成本聯動機(ji)制(zhi)(zhi)。積極(ji)協調推進(jin)城鎮(zhen)燃氣(qi)配送網(wang)(wang)絡公(gong)平開(kai)放(fang),減少(shao)配氣(qi)層級,嚴格監管配氣(qi)價格,探索(suo)推進(jin)終端用戶(hu)銷售(shou)價格市場(chang)化(hua)(hua)。結合國(guo)(guo)內外能源市場(chang)變化(hua)(hua)和國(guo)(guo)內體制(zhi)(zhi)機(ji)制(zhi)(zhi)改(gai)(gai)革(ge)進(jin)程,研(yan)究(jiu)完善(shan)成品油定價機(ji)制(zhi)(zhi)。

  (九(jiu))完(wan)善(shan)天然(ran)氣管(guan)道(dao)運輸(shu)價格形(xing)成機制(zhi)。適應“全(quan)國(guo)一張網”發展方(fang)向(xiang),完(wan)善(shan)天然(ran)氣管(guan)道(dao)運輸(shu)價格形(xing)成機制(zhi),制(zhi)定出(chu)臺新(xin)的天然(ran)氣管(guan)道(dao)運輸(shu)定價辦(ban)法,進一步健全(quan)價格監管(guan)體系(xi),合(he)理制(zhi)定管(guan)道(dao)運輸(shu)價格。

  四、系統推進水資(zi)源(yuan)價格改(gai)革

  (十)創新完善(shan)水(shui)(shui)(shui)(shui)(shui)利(li)工程(cheng)供水(shui)(shui)(shui)(shui)(shui)價格形(xing)(xing)成(cheng)機制(zhi)。建立健全有(you)利(li)于促(cu)進水(shui)(shui)(shui)(shui)(shui)資源(yuan)節約和水(shui)(shui)(shui)(shui)(shui)利(li)工程(cheng)良(liang)性運行、與投(tou)融(rong)資體制(zhi)相適應的(de)水(shui)(shui)(shui)(shui)(shui)利(li)工程(cheng)水(shui)(shui)(shui)(shui)(shui)價形(xing)(xing)成(cheng)機制(zhi)。科(ke)學核定(ding)定(ding)價成(cheng)本,合理確定(ding)盈利(li)水(shui)(shui)(shui)(shui)(shui)平,動(dong)態調整(zheng)水(shui)(shui)(shui)(shui)(shui)利(li)工程(cheng)供水(shui)(shui)(shui)(shui)(shui)價格。鼓(gu)勵(li)有(you)條(tiao)件的(de)地區實行供需(xu)雙(shuang)方協商定(ding)價。積極(ji)推動(dong)供需(xu)雙(shuang)方在項(xiang)目前期工作(zuo)階(jie)段簽訂框架協議(yi)、約定(ding)意向價格,推進供水(shui)(shui)(shui)(shui)(shui)工程(cheng)投(tou)融(rong)資體制(zhi)機制(zhi)改革。

  (十(shi)一)深入推(tui)(tui)(tui)(tui)進(jin)(jin)農業(ye)水價綜合(he)改(gai)(gai)革。以完善農業(ye)水價形成(cheng)機制為抓手,積極推(tui)(tui)(tui)(tui)行分類、分檔(dang)水價,統籌推(tui)(tui)(tui)(tui)進(jin)(jin)精準補貼(tie)和(he)(he)節水獎勵機制、工(gong)程建設和(he)(he)管護機制、終(zhong)端用水管理機制健(jian)全和(he)(he)落實。堅持“先建機制、后建工(gong)程”,合(he)理安排(pai)進(jin)(jin)度,2025年基本(ben)實現改(gai)(gai)革目(mu)標。合(he)理界定(ding)水權(quan),創新(xin)完善水權(quan)交易機制,推(tui)(tui)(tui)(tui)進(jin)(jin)市(shi)(shi)場化交易,推(tui)(tui)(tui)(tui)動節約的(de)農業(ye)水權(quan)向城(cheng)市(shi)(shi)和(he)(he)工(gong)業(ye)用水轉讓(rang)。

  (十(shi)二)持續深化城鎮供(gong)(gong)水(shui)價(jia)格改革。建立健全激勵提(ti)升供(gong)(gong)水(shui)質量、促進節約用(yong)水(shui)的價(jia)格形成和動態調整機(ji)制(zhi),合理制(zhi)定城鎮供(gong)(gong)水(shui)價(jia)格。完善居民階(jie)梯水(shui)價(jia)制(zhi)度(du),適度(du)拉(la)大分檔差價(jia)。結合計劃用(yong)水(shui)與定額用(yong)水(shui)管(guan)理方式,有序推進城鎮非居民用(yong)水(shui)超定額累進加價(jia)制(zhi)度(du),在(zai)具備條件的高耗水(shui)行業率先實施。鼓(gu)勵探索建立城鎮供(gong)(gong)水(shui)上下(xia)游價(jia)格聯動機(ji)制(zhi)。

  (十三)進一步完善污(wu)(wu)(wu)(wu)水(shui)(shui)處理(li)(li)(li)收費(fei)(fei)機(ji)制(zhi)。結合(he)污(wu)(wu)(wu)(wu)水(shui)(shui)處理(li)(li)(li)排放標(biao)準(zhun)提高情(qing)況,將(jiang)收費(fei)(fei)標(biao)準(zhun)提高至補償污(wu)(wu)(wu)(wu)水(shui)(shui)處理(li)(li)(li)和污(wu)(wu)(wu)(wu)泥(ni)無害(hai)化處置成(cheng)本(ben)且合(he)理(li)(li)(li)盈利(li)的水(shui)(shui)平,并建(jian)立動態調整機(ji)制(zhi)。鼓勵通過政府購(gou)買服務,以(yi)招投標(biao)等市場化方式確定污(wu)(wu)(wu)(wu)水(shui)(shui)處理(li)(li)(li)服務費(fei)(fei)水(shui)(shui)平,建(jian)立與處理(li)(li)(li)水(shui)(shui)質(zhi)、污(wu)(wu)(wu)(wu)染物(wu)削減量等掛(gua)鉤(gou)的污(wu)(wu)(wu)(wu)水(shui)(shui)處理(li)(li)(li)服務費(fei)(fei)獎(jiang)懲機(ji)制(zhi)。鼓勵已建(jian)成(cheng)污(wu)(wu)(wu)(wu)水(shui)(shui)集中處理(li)(li)(li)設施的農村地區(qu),探索建(jian)立農戶(hu)付費(fei)(fei)制(zhi)度。

  五、加快公共(gong)服務價(jia)格改革

  (十(shi)四)健(jian)全(quan)(quan)公用事業(ye)價(jia)格(ge)機(ji)(ji)制。認真(zhen)落(luo)實關于(yu)清(qing)理(li)規(gui)范(fan)城(cheng)鎮供水供電供氣(qi)供暖行業(ye)收(shou)費(fei)(fei)(fei)促進行業(ye)高質量(liang)發展的(de)意見(jian),清(qing)理(li)取(qu)消(xiao)不合理(li)收(shou)費(fei)(fei)(fei),加快完善價(jia)格(ge)形(xing)成機(ji)(ji)制,嚴(yan)格(ge)規(gui)范(fan)價(jia)格(ge)收(shou)費(fei)(fei)(fei)行為(wei)。推動縣級以(yi)上地方政府建(jian)立(li)生活垃圾(ji)處理(li)收(shou)費(fei)(fei)(fei)制度,合理(li)制定調整收(shou)費(fei)(fei)(fei)標準。推行非居(ju)民餐廚垃圾(ji)計量(liang)收(shou)費(fei)(fei)(fei)。具備(bei)條件(jian)的(de)地區(qu)探(tan)索建(jian)立(li)農戶生活垃圾(ji)處理(li)付費(fei)(fei)(fei)制度。完善危險廢棄物處置收(shou)費(fei)(fei)(fei)機(ji)(ji)制。健(jian)全(quan)(quan)鐵路(lu)貨(huo)運與公路(lu)掛(gua)鉤的(de)價(jia)格(ge)動態調整機(ji)(ji)制。清(qing)理(li)規(gui)范(fan)海運口岸收(shou)費(fei)(fei)(fei)。

  (十五)完(wan)(wan)善公益性(xing)服(fu)(fu)務價(jia)格(ge)(ge)政(zheng)(zheng)策(ce)。進一(yi)步(bu)完(wan)(wan)善教(jiao)育、養(yang)老(lao)、殯葬(zang)、景(jing)區(qu)、公共(gong)(gong)法(fa)律(lv)服(fu)(fu)務等(deng)領域價(jia)格(ge)(ge)政(zheng)(zheng)策(ce)。鞏(gong)固完(wan)(wan)善以政(zheng)(zheng)府投入(ru)為(wei)主、多渠道籌集教(jiao)育經費(fei)的體制(zhi),完(wan)(wan)善學(xue)前教(jiao)育收費(fei)政(zheng)(zheng)策(ce),規范民(min)辦教(jiao)育收費(fei)。適(shi)應醫養(yang)結合、社區(qu)養(yang)老(lao)、居家養(yang)老(lao)等(deng)養(yang)老(lao)領域新(xin)模式,建立健全(quan)養(yang)老(lao)服(fu)(fu)務價(jia)格(ge)(ge)機(ji)(ji)(ji)制(zhi),支持(chi)普惠(hui)性(xing)養(yang)老(lao)服(fu)(fu)務發展。進一(yi)步(bu)完(wan)(wan)善殯葬(zang)服(fu)(fu)務收費(fei)政(zheng)(zheng)策(ce),規范收費(fei)行為(wei)。健全(quan)景(jing)區(qu)門票價(jia)格(ge)(ge)形成(cheng)(cheng)機(ji)(ji)(ji)制(zhi),加(jia)強景(jing)區(qu)內(nei)壟斷(duan)性(xing)服(fu)(fu)務價(jia)格(ge)(ge)監管。完(wan)(wan)善公證、仲裁等(deng)公共(gong)(gong)法(fa)律(lv)服(fu)(fu)務價(jia)格(ge)(ge)形成(cheng)(cheng)機(ji)(ji)(ji)制(zhi)。

  六(liu)、做好組織保(bao)障

  (十(shi)六(liu))強化改(gai)革統籌。嚴格落實(shi)改(gai)革主體責任(ren),統籌考慮各領域改(gai)革進程(cheng),明確改(gai)革時(shi)間表、路線圖(tu)、責任(ren)人。深入調查(cha)研究,科學設計改(gai)革方案,廣泛聽(ting)取各方面意見,切(qie)實(shi)履行法定(ding)程(cheng)序(xu)。堅持新聞宣(xuan)傳與(yu)重大價格改(gai)革同(tong)研究、同(tong)部(bu)署、同(tong)實(shi)施,準確解讀改(gai)革方案,凝聚改(gai)革共(gong)識。強化部(bu)門協同(tong)、上(shang)下聯(lian)動(dong),加(jia)強工(gong)作指導,充分調動(dong)基層積極性,形成工(gong)作合力。

  (十七)加強成(cheng)本(ben)監(jian)審(shen)(shen)(shen)。堅持將(jiang)成(cheng)本(ben)監(jian)審(shen)(shen)(shen)作為政府(fu)制定和調(diao)整價(jia)格的(de)(de)重(zhong)要程(cheng)序,制定完(wan)善分行業(ye)的(de)(de)成(cheng)本(ben)監(jian)審(shen)(shen)(shen)辦法和監(jian)審(shen)(shen)(shen)操作規(gui)程(cheng),探索(suo)建(jian)立標準(zhun)成(cheng)本(ben)制度。組織開展(zhan)輸配電(dian)、天然氣管道(dao)運輸等重(zhong)點領域成(cheng)本(ben)監(jian)審(shen)(shen)(shen)。強化成(cheng)本(ben)監(jian)審(shen)(shen)(shen)約束作用,逐步引入(ru)成(cheng)本(ben)激勵機制。建(jian)設全國統一(yi)的(de)(de)成(cheng)本(ben)監(jian)審(shen)(shen)(shen)調(diao)查(cha)信息系統。

  (十八(ba))兜住民生底線。把握好改革的時機(ji)、力度,充分研(yan)究論證社(she)會承受(shou)能(neng)力,做好風險評估,完善配套(tao)民生保(bao)障(zhang)措(cuo)施。及時啟動社(she)會救助和保(bao)障(zhang)標準與物價上漲掛(gua)鉤聯動機(ji)制,切(qie)實保(bao)障(zhang)困難群眾基本(ben)生活。

  (十九(jiu))完善價格法(fa)治(zhi)。開展價格法(fa)律法(fa)規后評估,完善價格法(fa)治(zhi)體系,推進(jin)價格管(guan)理機制(zhi)(zhi)化(hua)、制(zhi)(zhi)度(du)化(hua)。適時修訂定價目錄。推動健全(quan)價格監測預警、價格認證等領域制(zhi)(zhi)度(du)辦法(fa)。研究(jiu)完善制(zhi)(zhi)止(zhi)牟(mou)取暴利(li)的制(zhi)(zhi)度(du)規定。

  問(wen):制定《行動方案》的背景是什(shen)么?

  答:習近(jin)平總書記指(zhi)出“全(quan)面(mian)深(shen)化改(gai)革(ge)是一項復雜的(de)系統(tong)工程,需要加(jia)強頂層設計和整(zheng)體謀(mou)劃”。黨的(de)十八大以來,價(jia)(jia)(jia)格工作堅持(chi)統(tong)籌謀(mou)劃,以頂層設計為(wei)引領,增(zeng)強改(gai)革(ge)的(de)系統(tong)性(xing)、整(zheng)體性(xing)、協同(tong)性(xing)。為(wei)深(shen)入推進改(gai)革(ge),2015年10月,中共(gong)中央、國務院印發(fa)《關于推進價(jia)(jia)(jia)格機(ji)制(zhi)改(gai)革(ge)的(de)若干意(yi)見》(中發(fa)﹝2015﹞28號),全(quan)面(mian)謀(mou)劃部署了“十三(san)五”時期推進價(jia)(jia)(jia)格機(ji)制(zhi)改(gai)革(ge)的(de)工作。

  實踐(jian)證明(ming),加強頂層設計(ji)有利(li)(li)于(yu)凝聚改(gai)革(ge)(ge)(ge)共識、有利(li)(li)于(yu)明(ming)確改(gai)革(ge)(ge)(ge)路(lu)徑、有利(li)(li)于(yu)抓好改(gai)革(ge)(ge)(ge)落(luo)實,對推進價(jia)格機(ji)制改(gai)革(ge)(ge)(ge)起到(dao)了至(zhi)關重(zhong)要的作用。因此,在“十四五”開局(ju)之年,我們廣泛聽(ting)取地(di)方、相關部門、專家學(xue)者意見(jian),研究制定了《行動方案》。

  答:“十三(san)五”以來,國(guo)家(jia)按照“管(guan)(guan)住中間(jian)、放(fang)開(kai)兩(liang)頭”的改(gai)(gai)(gai)革思路,持續深化能源(yuan)價格改(gai)(gai)(gai)革,輸配電、天然氣管(guan)(guan)道(dao)運輸等領(ling)域(yu)價格成(cheng)本監管(guan)(guan)不(bu)斷加強,取得(de)歷史性成(cheng)就;競爭性環節價格逐步放(fang)開(kai)由市場形成(cheng),極大(da)地(di)激發了(le)市場主體活力。其中,圍繞推動綠(lv)色(se)低(di)碳發展,國(guo)家(jia)不(bu)斷推進電力市場化改(gai)(gai)(gai)革,完善風(feng)電、光伏發電等新能源(yuan)上網電價政策,出(chu)臺支持燃煤發電機組超低(di)排放(fang)改(gai)(gai)(gai)造的電價政策,對鋼(gang)鐵、水泥等高(gao)耗(hao)能行(xing)業實(shi)行(xing)差別化電價政策,取得(de)了(le)明顯(xian)成(cheng)效。

  但是,我國能(neng)(neng)(neng)源結(jie)構(gou)轉(zhuan)型(xing)的(de)任(ren)務(wu)依然十分艱(jian)巨。去(qu)年,我國正(zheng)式(shi)宣布將(jiang)力(li)爭2030年前實現(xian)(xian)碳(tan)(tan)達(da)峰、2060年前實現(xian)(xian)碳(tan)(tan)中和(he),即用(yong)(yong)(yong)10年、40年左(zuo)右的(de)時間,有序推(tui)進(jin)目標(biao)實現(xian)(xian)。“十四五”時期深(shen)化(hua)能(neng)(neng)(neng)源價(jia)(jia)(jia)(jia)格改(gai)革將(jiang)緊緊圍繞“碳(tan)(tan)達(da)峰、碳(tan)(tan)中和(he)”目標(biao),在充分考(kao)慮(lv)相關方面(mian)(mian)承受能(neng)(neng)(neng)力(li)的(de)基礎上,發揮價(jia)(jia)(jia)(jia)格機(ji)制(zhi)(zhi)的(de)激勵、約束作用(yong)(yong)(yong),促進(jin)經濟(ji)社會發展全(quan)面(mian)(mian)綠色(se)轉(zhuan)型(xing)。為(wei)此,《行動方案》從能(neng)(neng)(neng)源供(gong)給、消(xiao)(xiao)費(fei)兩方面(mian)(mian)提(ti)出了重點舉措:一是促進(jin)能(neng)(neng)(neng)源供(gong)給結(jie)構(gou)低(di)碳(tan)(tan)轉(zhuan)型(xing)。持續(xu)深(shen)化(hua)水(shui)電(dian)(dian)(dian)、核電(dian)(dian)(dian)、天(tian)然氣(qi)發電(dian)(dian)(dian)等上網電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)市場化(hua)改(gai)革,完善(shan)(shan)風(feng)電(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)格形(xing)(xing)成機(ji)制(zhi)(zhi),落實新出臺(tai)的(de)抽水(shui)蓄能(neng)(neng)(neng)價(jia)(jia)(jia)(jia)格機(ji)制(zhi)(zhi),建(jian)立新型(xing)儲能(neng)(neng)(neng)價(jia)(jia)(jia)(jia)格機(ji)制(zhi)(zhi),推(tui)動新能(neng)(neng)(neng)源及相關儲能(neng)(neng)(neng)產業發展。繼續(xu)推(tui)進(jin)輸(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)改(gai)革,理順輸(shu)配(pei)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)結(jie)構(gou),提(ti)升電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)機(ji)制(zhi)(zhi)靈活性,促進(jin)新能(neng)(neng)(neng)源就(jiu)近消(xiao)(xiao)納,以(yi)及電(dian)(dian)(dian)力(li)資源在更(geng)大范圍的(de)優(you)化(hua)配(pei)置。二是推(tui)動能(neng)(neng)(neng)源消(xiao)(xiao)費(fei)結(jie)構(gou)優(you)化(hua)。完善(shan)(shan)針對高耗(hao)能(neng)(neng)(neng)、高排放(fang)行業的(de)差別電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)、階(jie)梯電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)等綠色(se)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)政(zheng)策,加大實施(shi)力(li)度,促進(jin)節能(neng)(neng)(neng)減碳(tan)(tan)。降(jiang)低(di)岸電(dian)(dian)(dian)使用(yong)(yong)(yong)服(fu)務(wu)費(fei),推(tui)動長江經濟(ji)帶沿線港口全(quan)面(mian)(mian)使用(yong)(yong)(yong)岸電(dian)(dian)(dian)。完善(shan)(shan)居民(min)階(jie)梯電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)制(zhi)(zhi)度,引導節約用(yong)(yong)(yong)電(dian)(dian)(dian),優(you)化(hua)電(dian)(dian)(dian)力(li)消(xiao)(xiao)費(fei)行為(wei)。完善(shan)(shan)天(tian)然氣(qi)管道運輸(shu)價(jia)(jia)(jia)(jia)格形(xing)(xing)成機(ji)制(zhi)(zhi),穩步(bu)推(tui)進(jin)天(tian)然氣(qi)門站價(jia)(jia)(jia)(jia)格市場化(hua)改(gai)革。

  問(wen):近年(nian)來,民生(sheng)商品保供穩價受到社(she)會各界廣泛關注,“十四五”時期(qi)有(you)哪些(xie)新舉措?

  答:保障糧油肉蛋菜(cai)等重(zhong)要(yao)民(min)生(sheng)(sheng)(sheng)(sheng)商(shang)(shang)品(pin)(pin)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)供應和(he)(he)價(jia)格(ge)穩(wen)(wen)定,事關(guan)(guan)人(ren)民(min)群眾(zhong)基本生(sheng)(sheng)(sheng)(sheng)活,意(yi)義重(zhong)大,黨中央(yang)、國務院(yuan)高度重(zhong)視此項工作。“十三五”期間,我國農業生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)條(tiao)件顯著改善,全國大市場(chang)不斷發(fa)展壯大,重(zhong)要(yao)民(min)生(sheng)(sheng)(sheng)(sheng)商(shang)(shang)品(pin)(pin)供給保障能力大幅提高,價(jia)格(ge)運行總體平穩(wen)(wen)。但(dan)也(ye)要(yao)清醒地認識到(dao),重(zhong)要(yao)民(min)生(sheng)(sheng)(sheng)(sheng)商(shang)(shang)品(pin)(pin)保供穩(wen)(wen)價(jia)工作仍然(ran)面臨諸多風險(xian)挑(tiao)戰,此前(qian)的(de)非(fei)洲豬瘟和(he)(he)新冠肺炎疫情對部分商(shang)(shang)品(pin)(pin)的(de)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)流通和(he)(he)價(jia)格(ge)造成一(yi)定沖(chong)擊,給我們敲響了警鐘。為更好保障重(zhong)要(yao)民(min)生(sheng)(sheng)(sheng)(sheng)商(shang)(shang)品(pin)(pin)的(de)有效供給和(he)(he)價(jia)格(ge)總體平穩(wen)(wen),我委(wei)會同(tong)有關(guan)(guan)部門研(yan)究提出(chu)了關(guan)(guan)于完善重(zhong)要(yao)民(min)生(sheng)(sheng)(sheng)(sheng)商(shang)(shang)品(pin)(pin)價(jia)格(ge)調控機(ji)制的(de)意(yi)見,已(yi)經中央(yang)全面深化改革委(wei)員會第十八次會議(yi)審議(yi)通過。

  “十(shi)四五”時期,重(zhong)(zhong)要(yao)民(min)(min)生(sheng)商(shang)(shang)品保供(gong)穩(wen)(wen)(wen)價(jia)(jia)工作(zuo)以落實上述相關意見為抓手,堅(jian)持系統治理,著(zhu)力(li)補短板、強(qiang)弱(ruo)項,構(gou)建起重(zhong)(zhong)要(yao)民(min)(min)生(sheng)商(shang)(shang)品保供(gong)穩(wen)(wen)(wen)價(jia)(jia)的(de)“四梁八柱”,促進產供(gong)儲(chu)銷各(ge)環節有效銜接,提升保供(gong)穩(wen)(wen)(wen)價(jia)(jia)能力(li)和(he)水平(ping)。為此,《行動(dong)(dong)方案》提出以下重(zhong)(zhong)點舉措:一(yi)是(shi)健(jian)全價(jia)(jia)格監測(ce)預測(ce)預警系統,增強(qiang)保供(gong)穩(wen)(wen)(wen)價(jia)(jia)工作(zuo)的(de)前瞻性(xing),牢(lao)牢(lao)把握主動(dong)(dong)權(quan);二是(shi)加(jia)強(qiang)重(zhong)(zhong)要(yao)民(min)(min)生(sheng)商(shang)(shang)品價(jia)(jia)格調(diao)(diao)控,完善突發應急調(diao)(diao)控機(ji)制(zhi),健(jian)全以儲(chu)備調(diao)(diao)控、進出口調(diao)(diao)節為主的(de)調(diao)(diao)控手段,豐富和(he)優化政策工具箱(xiang);三是(shi)堅(jian)持稻(dao)谷、小麥(mai)最低(di)收(shou)購價(jia)(jia)政策框架不動(dong)(dong)搖,著(zhu)力(li)增強(qiang)政策靈活性(xing)和(he)彈性(xing),合理調(diao)(diao)整最低(di)收(shou)購價(jia)(jia)水平(ping),守住糧食安全底線,筑牢(lao)保供(gong)穩(wen)(wen)(wen)價(jia)(jia)基礎。

  問:《行動方案》在促進水資源節約(yue)和水環境保(bao)護方面有哪些亮點?

  答:我國是一個(ge)水(shui)(shui)(shui)資(zi)源嚴重(zhong)短缺的(de)國家,人均水(shui)(shui)(shui)資(zi)源量僅為(wei)世界平均水(shui)(shui)(shui)平的(de)四(si)分之一左右(you)。為(wei)推動節(jie)水(shui)(shui)(shui)減(jian)排,“十三(san)五”以來,國家深入推進農(nong)業(ye)水(shui)(shui)(shui)價(jia)綜合(he)改革,促進農(nong)業(ye)節(jie)水(shui)(shui)(shui),目前累計實施面(mian)積(ji)已超過4.3億畝;完善城鎮供水(shui)(shui)(shui)價(jia)格機制,引導高耗(hao)水(shui)(shui)(shui)行業(ye)和(he)用水(shui)(shui)(shui)大戶節(jie)水(shui)(shui)(shui);健全(quan)污水(shui)(shui)(shui)處理收費政策,超過90%的(de)設市城市污水(shui)(shui)(shui)處理費標準已基本覆蓋(gai)成(cheng)本并合(he)理盈利。

  但(dan)也要(yao)看到(dao),隨著我國(guo)(guo)經濟(ji)社會發展,水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)(zi)源的(de)瓶頸制(zhi)(zhi)約將日益凸顯,同時,我國(guo)(guo)用水(shui)(shui)(shui)(shui)(shui)(shui)效(xiao)率不高的(de)問題依然(ran)突出,水(shui)(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)(wu)染(ran)防(fang)治(zhi)壓力(li)較大。發揮(hui)價(jia)(jia)(jia)格杠桿作用促進節水(shui)(shui)(shui)(shui)(shui)(shui)減排,不僅是現實(shi)(shi)之需,更(geng)是長遠發展之要(yao)。《行動(dong)(dong)方(fang)案》提出“十(shi)四(si)五(wu)”時期水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)(zi)源價(jia)(jia)(jia)格改(gai)革(ge)的(de)總體安排,最突出的(de)特點是強(qiang)調(diao)系(xi)統(tong)(tong)推(tui)進,從原水(shui)(shui)(shui)(shui)(shui)(shui)、生(sheng)產用水(shui)(shui)(shui)(shui)(shui)(shui)、生(sheng)活用水(shui)(shui)(shui)(shui)(shui)(shui)、污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理全鏈條考慮,統(tong)(tong)籌推(tui)進水(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)、農業(ye)水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)、城鎮供水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)格、污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理費一攬子改(gai)革(ge),助(zhu)力(li)水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)(zi)源保護、水(shui)(shui)(shui)(shui)(shui)(shui)污(wu)(wu)(wu)(wu)染(ran)防(fang)治(zhi)和(he)水(shui)(shui)(shui)(shui)(shui)(shui)生(sheng)態修(xiu)復(fu)。主(zhu)要(yao)改(gai)革(ge)任(ren)務包括:一是建(jian)(jian)(jian)立健(jian)全水(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)形(xing)成(cheng)機制(zhi)(zhi),科學核定(ding)定(ding)價(jia)(jia)(jia)成(cheng)本(ben),合(he)理確定(ding)盈(ying)利水(shui)(shui)(shui)(shui)(shui)(shui)平,動(dong)(dong)態調(diao)整(zheng)水(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程供水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)格。二是深入推(tui)進農業(ye)水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)綜合(he)改(gai)革(ge),推(tui)動(dong)(dong)各項節水(shui)(shui)(shui)(shui)(shui)(shui)激勵機制(zhi)(zhi)健(jian)全和(he)落實(shi)(shi),2025年基本(ben)實(shi)(shi)現改(gai)革(ge)目標。三(san)是建(jian)(jian)(jian)立健(jian)全城鎮供水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)格形(xing)成(cheng)和(he)動(dong)(dong)態調(diao)整(zheng)機制(zhi)(zhi),完善(shan)居(ju)民(min)階(jie)梯水(shui)(shui)(shui)(shui)(shui)(shui)價(jia)(jia)(jia)制(zhi)(zhi)度(du),有(you)序推(tui)進城鎮非居(ju)民(min)用水(shui)(shui)(shui)(shui)(shui)(shui)超定(ding)額累進加價(jia)(jia)(jia)制(zhi)(zhi)度(du),在具備(bei)條件的(de)高耗水(shui)(shui)(shui)(shui)(shui)(shui)行業(ye)率先實(shi)(shi)施(shi);四(si)是進一步完善(shan)污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理收費機制(zhi)(zhi),結合(he)污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理排放標準提高情況,提高收費標準并建(jian)(jian)(jian)立動(dong)(dong)態調(diao)整(zheng)機制(zhi)(zhi);建(jian)(jian)(jian)立與處(chu)(chu)理水(shui)(shui)(shui)(shui)(shui)(shui)質、污(wu)(wu)(wu)(wu)染(ran)物削減量等掛鉤的(de)污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理服(fu)務費獎懲機制(zhi)(zhi);鼓勵已建(jian)(jian)(jian)成(cheng)污(wu)(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)集中處(chu)(chu)理設施(shi)的(de)農村地區,探索(suo)建(jian)(jian)(jian)立農戶(hu)付費制(zhi)(zhi)度(du)。

  問:公共(gong)服務關系人民群眾切身利益(yi),下一步在公共(gong)服務價格(ge)方面(mian)將推出哪(na)些重點舉措?

  答(da):教育、養老、景(jing)區(qu)、城市基(ji)礎(chu)設施等公(gong)共(gong)服務(wu)與人民群(qun)眾(zhong)生活密切(qie)相關。近年來(lai),國(guo)家加快完善公(gong)共(gong)服務(wu)價(jia)(jia)(jia)格(ge)機制,指導各地建立(li)健全景(jing)區(qu)門票(piao)價(jia)(jia)(jia)格(ge)形成機制,推(tui)動(dong)全國(guo)1000多家重點國(guo)有(you)景(jing)區(qu)降低門票(piao)價(jia)(jia)(jia)格(ge);聚焦人民群(qun)眾(zhong)反映較為集(ji)中的水(shui)電氣(qi)暖(nuan)(nuan)相關收費問題(ti),制定出臺《關于(yu)清(qing)理(li)規范城鎮供(gong)(gong)(gong)水(shui)供(gong)(gong)(gong)電供(gong)(gong)(gong)氣(qi)供(gong)(gong)(gong)暖(nuan)(nuan)行(xing)業收費 促進行(xing)業高質量(liang)發展(zhan)的意見》,推(tui)動(dong)清(qing)費順價(jia)(jia)(jia)、提(ti)升服務(wu)質量(liang)。

  隨著人民(min)群眾生(sheng)活水平的提(ti)高,對公共(gong)(gong)服(fu)(fu)務(wu)(wu)(wu)供給提(ti)出了更高要求。“十四(si)五(wu)”時期,國家(jia)將指導各地(di)加快推(tui)進公共(gong)(gong)服(fu)(fu)務(wu)(wu)(wu)價(jia)格(ge)改革,推(tui)動(dong)補短板、強弱(ruo)項,持續提(ti)升公共(gong)(gong)服(fu)(fu)務(wu)(wu)(wu)供給質量效(xiao)率,增強人民(min)群眾獲得感、幸福感:一(yi)是(shi)完(wan)善(shan)學前教育(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce),規范民(min)辦教育(yu)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)。二是(shi)適應醫養(yang)結(jie)合、社區養(yang)老(lao)、居家(jia)養(yang)老(lao)等養(yang)老(lao)領(ling)域新模式,建(jian)立(li)健全養(yang)老(lao)服(fu)(fu)務(wu)(wu)(wu)價(jia)格(ge)機(ji)制,支持普惠(hui)性養(yang)老(lao)服(fu)(fu)務(wu)(wu)(wu)發展。三(san)是(shi)進一(yi)步完(wan)善(shan)殯葬服(fu)(fu)務(wu)(wu)(wu)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)政(zheng)策(ce),規范收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)行(xing)為(wei)。四(si)是(shi)健全景區門票價(jia)格(ge)形成機(ji)制,加強景區內壟斷性服(fu)(fu)務(wu)(wu)(wu)價(jia)格(ge)監管。五(wu)是(shi)認真落實清理(li)規范城鎮供水供電供氣供暖行(xing)業收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)的要求,清理(li)取(qu)消不(bu)合理(li)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei),加快完(wan)善(shan)價(jia)格(ge)形成機(ji)制,嚴格(ge)規范價(jia)格(ge)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)行(xing)為(wei)。六(liu)是(shi)推(tui)動(dong)縣級以上(shang)地(di)方政(zheng)府建(jian)立(li)生(sheng)活垃圾處(chu)理(li)收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)制度(du),合理(li)制定調整收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)標準(zhun)。推(tui)行(xing)非居民(min)餐廚(chu)垃圾計量收(shou)(shou)(shou)費(fei)(fei)(fei)(fei)(fei)(fei)。具備(bei)條件的地(di)區探索建(jian)立(li)農戶生(sheng)活垃圾處(chu)理(li)付費(fei)(fei)(fei)(fei)(fei)(fei)制度(du)。

  習近(jin)平總書(shu)記強調“改革重(zhong)在落實(shi)(shi)”。下一步,我委將會同有關部(bu)門深入貫徹黨的十九屆五中全會精神,按照(zhao)“十四五”規(gui)劃《綱(gang)要》部(bu)署,指導(dao)各地抓(zhua)好《行動方(fang)案(an)》落實(shi)(shi),確保各項重(zhong)點任務(wu)取得實(shi)(shi)效。
